Actually Spork, the FAA is the most reasonable government agency we have to deal with. Like any other bureaucracy, they often don't know their own rules, but once pointed out to them they stick by 'em and don't try to weasle around. Most rocket clubs have a standing waiver that we file once a year, then a phone call with 24hours notice to activate it and we're good to go. Oftentimes clubs can get 'windows' where the maximum allowable height is greatly increased for a couple of hours. I've got nothing but respect for the FAA as far as dealing with them as a rocketeer.
