Gene Wolfe wrote a short story in which these guys were playing a war game on a world map (Risk-like) and kept dropping cigar ash on the board. For example, they dropped some ashes on Dresden, Hiroshima, Nagasaki, .... You get the picture. Great story, but not nearly as funny as this :^}
